The "Unable to register" error with an exit code 0x3 occurs if the Visual C++ 2008 library is not installed on your system

You can manually install the library by running the vcredist_x86.exe program in the VTube program folder. (The program folder is always in "c:\Program Files (x86)\VTube...")
